Challenge 433: Making Squares

When can you construct a square from these rods?

I have m rods of length 1 and n rods of length 3. 

Carefully state, and carefully prove, conditions on m and n so that I can put these rods together to form the perimeter of a square.

What if I have m rods of length 1 and n rods of length 5?
