What's the smallest this angle could be?

AB is a diameter of a circle C with centre O.

P lies on the straight line through A and B, with B in between A and P.

P also lies on the line L , which is a tangent to C, touching C at Q.

Angles APQ and QAP are both a non-zero whole number of degrees.
